Speaking on this occasion, Morocco's Permanent Representative to International Organizations in Vienna, ambassador Azzeddine Farhane, recalled the special circumstances in which this event took place, due to the Covid-19 pandemic.
"Thanks to the cooperation and support shown by all Member States to resolve the issues we have addressed, we have managed to overcome some of the difficulties that we have had to face," Mr. Farhane said in his capacity as chairman of the 64th IAEA General Conference.
Delegations had to assert the virtues of consensus, the construction of which is necessarily a laborious process, Mr. Farhane noted, stressing that this principle "is and must remain the key of multilateral action and the driving force to guarantee the effectiveness of multilateral efforts."
According to the Moroccan diplomat, consensus is embodied in the "Spirit of Vienna" which the IAEA has applied for many years in its daily work in multilateral diplomacy, "a spirit which should be perpetuated as a guiding principle within the IAEA."
Two resolutions were adopted during the five-day meeting (Sept. 21-25). The first pertains to IAEA's Zoonotic Disease Integrated Action project, known as ZODIAC, which aims to better prepare the countries' response to pandemics, while the second resolution touches specifically on the Covid-19 pandemic.
