<div class="field field-name-body field-type-text-with-summary field-label-hidden"><div class="field-items"><div class="field-item even" property="content:encoded"><p>In a video address broadcast at the opening of the 17th session of the Parliamentary Assembly of the Mediterranean (PAM), hosted by Morocco for two days, Guterres said the rule of law is a fundamental principle that protects vulnerable groups, prevents discrimination and strengthens equitable and comprehensive economic development, and is the basis for international cooperation and multilateralism.</p>
<p>He noted that all individuals, organizations, public or private institutions and countries are accountable before the law.</p>
<p>The world and the region are facing unprecedented complex and interrelated challenges, including armed conflicts, economic disruptions, climate disasters and social situations, he said, arguing that concerted efforts and collaboration remain the way to deal with these threats.</p>
<p>The UN chief also emphasized the effective role of parliamentarians in addressing these challenges, through legislation and the establishment of policies that take into account the lives of individuals and strengthen constructive and inclusive dialogue.</p>
<p>After warning against the lack of respect for the law and its repercussions on civilians in the Mediterranean region and around the world, Guterres called on legislators to put people at the heart of their concerns and not to exclude any of them.</p>

<div class="field field-name-body field-type-text-with-summary field-label-hidden"><div class="field-items"><div class="field-item even" property="content:encoded"><p>The meeting, held at the joint initiative of the Permanent Missions of Morocco, Portugal and Paraguay to the United Nations, confirmed the Kingdom's leadership in mobilizing international multilateral action to strengthen national human rights mechanisms, in terms of implementing commitments and preparation and monitoring of reports.</p>
<p>The meeting, moderated by Ambassador, Morocco’s Permanent Representative in Geneva, Omar Zniber, was attended by the Ministers of Foreign Affairs of Portugal, João Gomes Cravinho, and Paraguay, Julio César Arriola, as well as the Minister of Justice, Abdellatif Ouahbi, who chairs the Moroccan delegation to the 52nd HRC session.</p>
<p>On this occasion, the ministers stressed the importance of achievements of the International Seminar on the implementation, drafting and monitoring of reports in human rights field, which took place in December in Marrakech, which brought together senior officials from nearly 30 countries, international experts interested in human rights issues, as well as representatives of these national mechanisms and national human rights institutions.</p>
<p>They also called for enhancing the results of the meeting, as expressed in the Marrakech Declaration, by continuing to work for institutionalizing cooperation between national mechanisms, through a network ensuring the exchange of experiences and expertise and the creation of a sustainable area for partnership.</p>
<p>Portugual's top diplomat highlighted the process that led to developing the national human rights mechanism in his country since its creation in 2010, as well as its role in terms of raising human rights awareness in a cross-cutting manner that integrates various departments.</p>
<p>For his part, the Paraguayan Minister of Foreign Affairs announced that his country will host a conference at the end of this year, which is a continuation of the Marrakech seminar.</p>
<p>The meeting allowed the national mechanisms of Morocco, Portugal and Paraguay to continue the reflection and exchange on ways to activate the Marrakech Declaration and encourage the accession of countries to the creation of this network.</p>
<p>On this subject, Ouahbi affirmed the Kingdom’s involvement in various efforts to activate the Marrakech Declaration and the rest of the initiatives related to it, in order to achieve this common international aspiration, which requires "a strong commitment, continuous mobilization and broad involvement in the various tracks and stages related to it."</p>
<p>This will allow, in fine, to create, develop and modernize the national mechanisms, and will contribute to strengthening their interaction with the United Nations human rights system, he said.</p>

<p>This meeting, added the same source, follows the first plenary meeting of the Group on the African continent hosted by Marrakech last May, on the sidelines of the ministerial meeting of the Global Coalition against Daesh.</p>
<p>The Africa Focus Group brings together a select number of Coalition members committed to strengthening the fight against terrorism in Africa, and coordinating existing initiatives in countering the financing of Daesh terrorism, capacity building, and local community resilience, the same source added.</p>
<p>Morocco's co-chairmanship of this meeting confirms its leading role in the fight against terrorism, as a provider of peace and stability in Africa, under the enlightened leadership of His Majesty King Mohammed VI. It is also a recognition of the Kingdom's pioneering advocacy within the Coalition for an adequate handling of the evolving terrorist threat in Africa, the ministry said.</p>
<p>The Global Coalition against Daesh was established in September 2014. It is composed of 85 Member States and International Partner Organizations from different regions of the world.</p>
<p>The Global Coalition aims to coordinate the actions of its members to ensure a lasting defeat of Daesh, based on an inclusive and holistic approach aimed at curbing the expansionist aspirations of the terrorist group and dismantling its networks, the statement concluded.</p>

<p>Recalling that Morocco had hosted, in 2016, the COP22 and the African Action Summit, he explained that according to its national strategy, Morocco should produce 80% of its energy mix, by 2050, from renewable energy and achieve carbon neutrality in line with the internationally agreed deadline.</p>
<p>Indeed, Morocco has an exceptional potential in renewable energy which, combined with the expertise and innovation capabilities it has developed, will give an impetus to the development of a profitable and innovative green economic ecosystem, strengthen energy security and create new opportunities for employment and integration for youth, he said.</p>
<p>The Moroccan diplomat noted that thanks to the enlightened vision of His Majesty King Mohammed VI, "Morocco has become a net exporter of electricity over the past two years."</p>
<p>More recently, he added, the OCP Group has set its sights on the production of green hydrogen and ammonia, which are needed for fertilizer. <p>In Morocco, where African migrants enjoy full social rights and are integrated into the the Kingdom’s social fabric, these remarks have caused immense consternation and a visceral rejection of the remarks made by the Tunisian president against African citizens who are legitimately seeking a better future for themselves and their children.</p>
<p>The Moroccan citizen, if he is not used to meddling in the affairs of a country, was violently shaken by the racist and execrable remarks made by the Tunisian president.</p>
<p>It is unethical to let such a deafening anger of African nations over the defamatory remarks of President Saied pass.</p>
<p>The Tunisian president, university professor, should not ignore that migration is an enrichment for the host society and the fact of asserting that Africans are the primary cause of Tunisia's problems shows a serious ignorance of the Tunisian reality.</p>
<p>Saying that migrants seek to "Africanize" Tunisia and to distance it from its "Arabness" is another nameless aberration.</p>
<p>With a simple glance at the world map, the author of these remarks would have realized that Tunisia is already on the African continent. It is as African as Niger, Congo or Tanzania.</p>

<p>The decision to dissolve these two well-respected human rights associations demonstrates an alarming repression of civil society organizations and seriously undermines the space available to human rights defenders to associate, express themselves freely, and carry out their legitimate human rights activities, Lawlor told the UN news website.</p>
<p>The proceedings against LADDH did not respect the principles of the right to a fair trial, she observed, noting that the association was not informed of the lawsuit filed against it by the Interior Ministry in May 2022, nor of the date of the trial before the administrative court in June 2022, nor of the decision to dissolve it.</p>

<p>In his report, Hilale emphasized the importance of peacebuilding efforts as a tool to address the root causes of instability in the Central African Republic.</p>
<p>He indicated in this regard that the CAR Configuration has focused, in 2022, on strengthening national ownership of peacebuilding priorities in the Central African Republic, which include holding local elections, strengthening the rule of law and transitional justice in addition to socio-economic recovery.</p>
<p>He said that the Central African Republic is preparing to vote in local elections, scheduled for July and October, a "unique" opportunity to promote local governance, accelerate the progress of the decentralization process in the country, and thus address one of the root causes of the political and security crises it is going through.</p>
<p>The members of the Security Council unanimously paid tribute to Hilale's significant contribution as Chair of the Peacebuilding Commission's CAR Configuration, illustrating the added value of the Peacebuilding Commission's engagement with the Security Council.</p>

<div class="field field-name-body field-type-text-with-summary field-label-hidden"><div class="field-items"><div class="field-item even" property="content:encoded"><p>During this meeting, which is part of the consultations held by the High Commissioner for Human Rights with the different regional groups in the run-up to the 52nd Session of the Human Rights Council, the right to development was highlighted as a central priority for African countries.</p>
<p>The High Commissioner noted the many challenges arising from geopolitical tensions in a fragmented world and their undeniable impact on the deterioration of the global human rights situation, recalling the adverse effects of some major global shocks that have a much stronger resonance in Africa than elsewhere.</p>
<p>Türk mentioned the importance of Africa for his mandate, and his desire to cooperate fully with the African Union, especially on the right to development issue.</p>
<p>He also stressed the need for the World Summit on Sustainable Development Goals (SDGs) scheduled for 2023 in New York, to take into account aspects central to Africa, including the right to development, debt and more generally financial issues.</p>

<div class="field field-name-body field-type-text-with-summary field-label-hidden"><div class="field-items"><div class="field-item even" property="content:encoded"><p>According to the Algerian Committee for the Release of Detainees (CNLD), the activist's mother, Khadidja Bouraoui (71 years old), arrested in Algiers on February 11, was released and placed under judicial supervision by order of the criminal court of Constantine (east).</p>
<p>The same court issued a detention warrant in this case against a journalist, Mustapha Bendjama, arrested on February 8, and Amira Bouraoui’s cousin, Yacine Bentayeb, added the CNLD.</p>
<p>Amira Bouraoui, forbidden to leave the Algerian territory, joined France through Tunisia, which has caused a diplomatic incident between Algiers and Paris.</p>
