"The Kingdom of Morocco has initiated for several years a national economic and social development plan, aiming at an unprecedented social, cultural, economic and environmental integration and many large-scale projects have emerged," said the NGO's president, Noureddine Oubad, who spoke at the Palais des Nations in the context of the 52nd session of the Human Rights Council (HRC).

During this meeting focused on the right to development, Oubad recalled the highlights of the World Bank's Morocco Economic Situation Report (June 2021), according to which Morocco is among the countries that have "taken advantage of the COVID-19 crisis to turn it into an opportunity and launch an ambitious program of transformative reforms."

"After its initial efforts to mitigate the immediate effects of the pandemic on households and businesses, Morocco has launched various policies to address long-standing inequalities and overcome some of the structural barriers that have limited the country's economic performance in the past," he said.

According to Oubad, this reform program includes the creation of a strategic investment fund (the Mohammed VI Fund) to support the private sector, an overhaul of the social protection framework to boost human capital, and the restructuring of Morocco's vast network of public enterprises.

The non-governmental organization, which has consultative status with the United Nations Economic and Social Council (ECOSOC), called on the international community to actively support the Moroccan-led project through cooperation and development assistance programs.

At the end of this meeting, president of Al Akhawayn, Dr. Amine Bensaid announced that the University has officially received its second accreditation from the American accreditation body NECHE (New England Commission for Higher Education) for a period of 10 years, which is the maximum possible duration, said a statement by Al Akhawayn University.

This distinction denotes the trust NECHE has placed in Al Akhawayn for its compliance with the 9 standards established by NECHE, namely: mission and objectives, planning and evaluation, organization and governance, academic curriculum, students, teaching-learning system and scientific research, institutional resources, educational effectiveness, as well as integrity, transparency and public information.

NECHE is one of the most prestigious accrediting agencies in the United States, accrediting many renowned universities, such as Harvard, MIT, Yale, Brown and other world-class institutions.

Obtaining NECHE re-accreditation for the maximum possible period of 10 years is a major achievement for Al Akhawayn, which is indeed the only African university accredited by NECHE, and the only non-American university in Africa with an American institutional accreditation. Al Akhawayn is one of only 11 NECHE-accredited universities outside the United States.

This accreditation strengthens the university's position in the American higher education and institutional ecosystem, confirming that Al Akhawayn University's institution and offerings meet the exact same standards as the best American universities, whose tuition fees are typically four to five times higher than Al Akhawayn's.

He also noted that the Ombudsman Institution is aware of the fact that the defense of rights in the context of relations between the administration and users is a collective responsibility with challenges constantly to be met in the face of difficult issues, which requires, according to him, an innovative analysis, a collective intelligence carrying solutions as well as expertise and uninterrupted coordination with the administration, in addition to the exchange of knowledge and good practices.

Speaking at a meeting on "the COP15 results and the right to a healthy and sustainable environment", on the sidelines of the 52nd session of the Human Rights Council (HRC), Ouahbi outlined the particularities of the experience of Morocco, which has adhered for a long time to the UN and regional initiatives to limit the effects of climate change.

In this sense, the Moroccan official recalled the adoption by the UN General Assembly of Resolution 76/300 on the right to a clean, healthy and sustainable environment in July 2022, at the initiative of five countries, including Morocco.

This resolution recalls the close link between a clean, healthy and sustainable environment and the fact of better ensuring the effective exercise of human rights and fundamental freedoms, he added, noting that the exercise of this right requires the full implementation of multilateral conventions on international environmental law.

The Kingdom has always attached great importance to the fight against climate change and environmental protection, which makes it a leading country in areas such as renewable energy, in addition to its commitments in reducing greenhouse gases (GHG), under the SNDD, adopted under the leadership of His Majesty King Mohammed VI, he noted.

The minister added that the NSDD's major goals, namely the transformation to a green economy, reflects the full adherence to international efforts in this direction, as well as the recommendations of the Intergovernmental Panel on Climate Change and the Sustainable Development Goals.

Thus, Morocco has established the 2020-2030 PCN, which aims to accelerate the evolution towards a low-carbon economy and to implement national policies relating to the environment, as well as to encourage innovation, said the Minister, adding that this plan aims to strengthen governance and mobilize funding to fight against climate change, in addition to the use of natural solutions, the production of clean energy and the development of a green industry. Morocco has also increased its national contribution to fight against GHGs to 45.5% by 2030.

Ouahbi stressed that the Kingdom is working to implement the strategic vision of His Majesty the King, through the National Program for Drinking Water Supply and Irrigation 2020-2027, worth about 11 billion dollars. This program aims to ensure the supply and rationing of water resources, especially in agriculture, as well as wastewater treatment and desalination of sea water.

In this context, he stressed, "an international regulatory network that would promote the ethical use of technology is a way to humbly contribute to the establishment of a shared frame of reference that will allow us to converge on a methodology”.

Seghrouchni stressed, in this regard, that the CNDP is engaged in a "permanent benchmarking to recover all that can be useful”.

"We seek to create a multidisciplinary space in the field of scientific analysis with an international character," he said, noting that such a space would be conducive for contradictory and constructive exchanges.

This week, the CNDP began a process of hearing from all technical experts, both national and international, who are willing to present and share their analysis and conclusions regarding the unproven technical allegations of Citizen Lab, Amnesty International and Forbidden Stories

On Saturday, North American cybersecurity lawyers Tor Ekeland and Michael Hassard highlighted the legal inadmissibility of the "pseudo evidence" contained in the reports by Citizen Lab, Amnesty International and Forbidden Stories regarding the alleged use of Pegasus software by certain countries.

In this regard, both lawyers stressed the importance of establishing ethical standards when it comes to methodologies in such cases.
