<div class="field field-name-body field-type-text-with-summary field-label-hidden"><div class="field-items"><div class="field-item even" property="content:encoded"><p>In an address at the opening of the 17th session of the Parliamentary Assembly of the Mediterranean (PAM), held on March 1 and 2 in the Moroccan Parliament, Lindiwe cited in this regard Morocco's return to the African Union in 2017, its application for membership in the Economic Community of West African States (ECOWAS) as well as the Moroccan-Nigeria gas pipeline project which reflects the importance of the role played by the Kingdom as a link between Africa and Europe.</p>
<p>Lindiwe also hailed the strong ties between the Kingdoms of Morocco and Eswatini, which have been crowned by the signing of cooperation agreements with economic, scientific and cultural dimensions.</p>
<p>The Eswatini official also recalled the materials and medical products that Morocco had donated to her country to help it cope with the effects of the Covid-19 pandemic, expressing her gratitude to HM the King and the Moroccan people for this initiative "which confirmed the commitment of HM the King to developing joint African action towards the pandemic."</p>
<p>On the other hand, the Speaker of the Senate of Eswatini emphasized the importance of parliamentarians’ role in establishing national development strategies capable of meeting the pressing needs of citizens, calling on legislators to redouble their efforts to improve the living conditions of the people on the socio-economic, environmental and security levels.</p>
<p>Participants in the 17th session of the PAM are considering various current issues, on which recommendations and resolutions will be developed through the PAM's specialized standing committees.</p>

<p>The visit of the European official is part of the implementation of the Joint Political Declaration, adopted in June 2019, having established the "Euro-Moroccan Partnership of Shared Prosperity". This Partnership is structured around four Spaces: political and security; Economic; values; knowledge, and two horizontal axes (Environment and migration).</p>
<p>Second of its kind in less than a year, the visit of Commissioner Varhelyi comes in the context of regular contacts between the two parties, illustrated by the recent visit to Morocco of the EU High Representative for Foreign Affairs and Security Policy and Vice-President of the European Commission, Josep Borrell, in January 2023. This visit is in addition to the previous trips of six other members of the College of Commissioners for the year 2022 alone, including the President of the European Commission, Ursula Von der LEYEN.</p>
<p>This pace of visits by European officials reflects the sustained dynamism of the Morocco-EU relationship and the continued commitment of the Union to the development of a Partnership of equal and strategic nature with the Kingdom. This visit reinforces the centrality of the multidimensional partnership that binds the two parties and confirms their common desire to further strengthen it in several structuring areas in a context marked by many challenges.</p>
<p>This trip to Morocco, considered by the EU as a trusted, reliable and credible partner, will thus contribute to make the year 2023 an important step to strengthen and preserve the effectiveness of the Morocco-EU partnership, in view of the holding of the 15th Session of the Morocco-EU Association Council.</p>
<p>It will be an opportunity to reiterate the commitment of the European Union and Morocco to maintain their mobilization and to take the necessary measures to consolidate the resilience of their Partnership and ensure its continuity in the service of their common interests, in a spirit of mutual trust.</p>

<p>Believing that the world is closer than ever to self-destruction, he called on parliamentarians to show commitment and support for tangible initiatives and to develop legislation that can establish and consolidate peace, as well as ensure the prosperity of people around the Mediterranean and provide solutions to their main concerns.</p>
<p>In this context, Roque spoke of the importance of relaunching negotiations between Palestinians and Israelis to achieve a just settlement of this conflict in accordance with the two-state solution, as well as national reconciliation in Libya and the Balkans.</p>
<p>He welcomed the PAM's pioneering efforts and roles in peace-building in the region, most recently the agreement delimiting the maritime borders between Lebanon and Israel.</p>
<p>The PAM has, in fact, worked in recent years to achieve peace in the region through the holding of conferences, cooperation with international partners, awareness and consolidation of dialogue, said Roque.</p>
<p>He also praised the Kingdom's commitment to the PAM's activities, stressing the recognition and esteem in which Morocco is held by all members of the Assembly, while expressing his deep gratitude to HM King Mohammed VI for organizing this meeting in the Kingdom.</p>
<p>The 17th session of the PAM deals with various issues and different topics on the agenda of this parliamentary organization, through recommendations and resolutions developed within the framework of the Assembly’s specialized standing committees, including those related to the issues of "immigration", security and terrorism", "organized crime and human trafficking", "geopolitical developments and security in the region", "financial and economic crisis", "artificial intelligence", "energy efficiency", "water security" and "protection of the marine environment".</p>

<p>The Minister said that the Kingdom's position towards the Russian-Ukrainian conflict is based on the principles of preserving the sovereignty of states and respect for the territorial integrity of the United Nations member countries, the peaceful settlement of disputes, support for a constructive neighborhood policy, as well as respect for the principles of international law and the United Nations Charter.</p>
<p>Based on this position, he added, "whenever there is a vote within the UN and its specialized agencies, Morocco abstains from voting except when the resolution concerns the principles of the UN Charter and the principles of international law and according to the four principles it defends."</p>
<p>He added that the Kingdom always votes for these resolutions as long as they aim to preserve the territorial integrity of States, the adoption of peaceful means for resolving conflicts and fit perfectly with international law and UN resolutions.</p>
<p>Bourita also reaffirmed that Morocco clearly expresses its positions through a positive vote when it comes to the principles of international law and the United Nations Charter, as was the case recently when the Kingdom voted in favor of a resolution in harmony with its frame of reference, namely the UN Charter, the principles of international law and the resolutions of international legality.</p>

<p>They further discussed possibilities for closer cooperation in the field of internal security and law enforcement especially in the areas of fighting organized crime, sexual exploitation of children, cybercrime, money laundering, fraud and economic crime, corruption, forgery and trafficking of documents as well as terrorism.</p>
<p>The two parties, which welcomed the joint progress achieved in the field of migration and return as well as all political and technical cooperation in this area, committed to stemming illegal departures from Morocco, including the abuse of visa free travel, according to the annex to the Joint Declaration.</p>
<p>Fully committed to continue their common efforts, both sides will intensify the joint practical cooperation in the area of return and readmission, with the ambition to further improve their effectiveness.</p>
<p>To achieve this objective, the two parties have agreed to set up a joint high-level working group on migration and transnational crime, which is composed of representatives of both parties and will meet regularly, at least once every three months, accompanied by an additional dialogue on return and readmission between the consular services of the Moroccan Embassy in Austria and the relevant services of the Ministry of Interior of Austria taking place at close intervals, to exchange information aimed at effectively reducing all pending readmission cases.</p>
<p>During its first meeting, the Working Group will establish its procedures and mechanisms for work, identification and readmission, in order to be able to act in an efficient and expeditious manner in all aspects of migration cooperation. The Group will propose a Memorandum of Understanding on cooperation that will be submitted to the Ministers of interiors within three months.</p>
<p>To ensure the effective organization and implementation of return operations, transportation may take place by any means, the annex pointed out.</p>

<p>The minister also mentioned the U.S. recognition of the Moroccanness of the Sahara and the opening of consulates in the southern provinces, which constitute "a message" to the countries concerned by their proximity to the conflict, including the Europeans.</p>
<p>After all these positive positions, Austria has just expressed this Tuesday its position on the Moroccan Sahara issue, which sees in the autonomy plan a basis for a serious and credible solution.</p>
<p>Bourita, who had called more than a year ago Europe to "get out of its comfort zone" in order to reach a solution to the artificial conflict on the Moroccan Sahara, stressed the imperative to find a solution to this conflict and not just support a process, which may last because of the lack of will in other parties.</p>
<p>Launsky is part of his country's delegation, led by Federal Chancellor Karl Nehammer, which is visiting Morocco. A very important visit that constitutes a qualitative leap in relations between Morocco and Austria, Bourita noted.</p>
<p>This visit, he said, reflects the vision of HM King Mohammed VI in favor of diversifying the Kingdom's partnerships within Europe and its openness to other European countries that are not geographically close.</p>
<p>Historical and rooted, Moroccan-Austrian relations are based on a comprehensive approach and a dense strategic and sectoral dialogue in the economic and social field, Bourita said, citing also in this context, cooperation between Morocco and Austria in the cultural and parliamentary areas.</p>

<p>Launsky is part of his country’s delegation, led by Federal Chancellor Karl Nehammer, which is visiting Morocco. A very important visit that constitutes a qualitative leap in relations between Morocco and Austria.</p>
<p>The Austrian official noted, moreover, that this visit and meetings at the level of both countries’ heads of government are part of the long-standing relations that bind Morocco and Austria.</p>
<p>Launsky said, in this regard, that the large delegation accompanying the Federal Chancellor testifies to the great interest that Austria attaches to relations with the Kingdom, especially in the economic field.</p>
<p>"At the bilateral level, we see a huge potential in our trade relations," he added.</p>
<p>Regarding the Moroccan Sahara issue, the Austrian Federal Deputy Minister said that his country considers the autonomy plan as a basis for a serious and credible solution to this artificial conflict.</p>

<p>Austria also welcomed the resumption and steady development of relations between Morocco and Israel, the document said, noting that the Kingdom and Austria stressed the potential of relations with Israel for peace, security and prosperity in the region.</p>
<p>Both sides also confirmed their commitment to the two-state solution where two democratic states, Israel and Palestine, live side by side in peace within secure and recognized borders, consistent with international law and relevant UN resolutions.</p>
